'Mizuko kuyō', involving statues (Jizo) as part of a memorial service for unborn children that have passed away.
This particular location is Zōjō-ji, a Buddhist temple in Tokyo. We cut through it on the way to Tokyo Tower but the beauty of the pinwheels and statues caught me by surprise! (As it likely would with any passing tourist)
